The MSWDO Mandate

Building a caring, inclusive Dumalinao — one family at a time.

Under the Local Government Code (RA 7160), the MSWDO leads the delivery of welfare and protective services for Dumalinao residents in vulnerable situations. We coordinate with DSWD Region IX, DOH, DepEd, DOLE, and our barangays to make help real, fast, and respectful.

The measure of an LGU is not its budget — it is how confidently a senior, a single mother, a child with a disability, or a family hit by typhoon can walk into the office and say, "I need help", and walk out with one.

4Ps — Pantawid Pamilya

Conditional Cash Transfer for poor households with children 0–18 and pregnant women. Health + education compliance required.

OSCA — Senior Citizens

Senior Citizens ID, monthly stipend (per RA 11916), discounts, and quarterly cash gifts for centenarians and indigent seniors.

PWD Affairs

PWD ID issuance, RA 10754 benefits and discounts, livelihood referrals, and assistive device endorsements.

Inclusion

GAD — Gender & Development

Programs for women, VAWC desk coordination, anti-trafficking referrals, and the LGU's GAD-tagged annual budget.

Early Childhood Care and Development centers across the barangays. Enrollment, learning materials, and feeding support.

Solo Parent Welfare

Solo Parent ID, benefits under RA 11861, livelihood referral, and counseling.

Assistance for medical, burial, transportation, and education through DSWD-AICS coordination and MSWDO endorsement.

How to Apply

Five steps, then the social worker takes over.

Use this as a general guide. Some programs (4Ps, OSCA, PWD) have their own dedicated intake processes — the MSWDO Officer of the Day will route you correctly.

Visit the MSWDO
Go to the Municipal Social Welfare & Development Office at the Municipal Hall, Poblacion, Dumalinao. Office hours: Mon–Fri, 8:00 AM – 5:00 PM.

Bring Valid IDs
Government-issued ID, barangay certification, and proof of residency. For program-specific requirements, see the table below or ask the MSWDO Officer of the Day.

Initial Assessment
A social worker will assess your household and verify eligibility using the standard MSWDO intake form and DSWD field checklist.

Validation & Approval
For cash assistance and ID issuance, validation may require a home visit and the Municipal Mayor's endorsement before release.

Release of Benefit
Approved assistance is released either in cash, in kind, or via referral to a partner agency (DSWD Region IX, PhilHealth, DepEd, DOLE).

Beneficiary records, program enrollment, AICS endorsements, and reports — restricted to MSWDO staff with valid LGU credentials. The system is hosted at the CSWDO subdomain and is being prepared for the dedicated Dumalinao DSWD instance.
